Brooks Announces a Nearly $9.5 Million Grant for Wastewater Treatment Plant Replacement in Jackson Center

HARRISBURG – Sen. Michele Brooks (R-50) announced the approval of a $9,482,675 grant from the Pennsylvania Infrastructure Investment Authority (PENNVEST) to the Borough of Jackson Center. The funding will support the construction of a new wastewater treatment plant, addressing significant public health, environmental and infrastructure needs in the community.

“This investment is a game-changer for local residents,” said Brooks. “It ensures reliable wastewater service, protects our waterways and supports local economic development – all while working to prevent skyrocketing costs for users.”

The current wastewater treatment plant in Jackson Center, which was built decades ago, is experiencing severe mechanical and structural deterioration, leading to frequent repairs and effluent discharge violations. The plant is unable to process increased influent from nearby industrial park growth and lacks the capacity to implement enhanced nitrogen and phosphorus removal technologies. The plant also has no emergency backup power, putting the community at risk during outages.

The funding will replace the aging and deteriorating plant, ensuring it can meet both current and future demands. Reliable wastewater service will be secured for 104 households in Jackson Center and parts of Jackson Township. The project will resolve critical deficiencies identified in the Pennsylvania Department of Environmental Protection’s Corrective Action Plan, ensuring full compliance with state regulations.

The project also involves demolishing the existing facilities upon completion of the new plant. The new 98,000-gallons-per-day treatment plant will be constructed along Bradley Road in Jackson Township.

PENNVEST is an independent state agency that provides financial assistance for sewer, storm water and drinking water projects in communities across the commonwealth.
